EU MDR for Home IPL Hair Removal Devices: Only One Company Has the Certificate

Three questions from a European buyer

A few days ago, an inquiry came in from a buyer in Europe. Let’s call him Kevin. He asked three things. Do we have a home IPL hair removal model with EU MDR certification? Do we have a warehouse in the EU, and could we share inventory information with him? Do we work with a third-party 3PL logistics provider?

Those three questions told me he knew exactly what he was doing. He wanted the infrastructure settled before spending two or three months testing devices and reading the market. If regulation, warehousing or fulfilment fails somewhere down the line, all that time and money is wasted. I agreed with the logic, and I answered enthusiastically.

What we found in EUDAMED

MDR is the EU Medical Device Regulation, Regulation (EU) 2017/745. Home IPL devices fall under Annex XVI, Group 5, risk class IIa. I ran the search in the official EUDAMED database with those parameters.

The result was straightforward. According to EUDAMED, for ice-cooling home IPL hair removal devices, only one company worldwide currently holds an MDR certificate, Shenzhen ULIKE. I also checked the names people usually bring up, Philips, Braun, CyDen, SmoothSkin. To be precise, CyDen has completed only Chapter I and Chapter III of Annex IX so far, and is still working toward the certificate. If the market leaders are still catching up, you can see how much time and money this path takes.

The transitional period runs to the end of 2028

A missing certificate does not keep a device out of the EU. There is a transitional provision, Regulation (EU) 2022/2347, adopted on 1 December 2022. Devices under Annex XVI Group 5 that meet five conditions at the same time can stay on the EU market until 31 December 2028. The device must have been lawfully placed on the EU market before 22 June 2023, must be correctly classified, must have no significant change to its design or intended purpose since then, must pose no unacceptable risk, and must comply with the safety and performance requirements in the Common Specifications of Regulation (EU) 2022/2346.

Two points deserve attention. The transitional period covers existing products only. A model newly launched after 22 June 2023, or one that has been significantly modified, is not eligible and needs a valid certificate from day one. The second point is claims. A home-use device can only claim hair removal. Add claims like skin rejuvenation or improved complexion, and the device can only be sold to professional users.

How far enforcement has actually gone

Certificates are slow, and so is enforcement. I can use our own customer as an example. A German customer placed an order worth over EUR 500,000 with only a regular consumer-electronics CE certificate, no MDR. That tells you the EU market has not strictly enforced MDR so far. Platforms are starting to move. Alibaba.com and TikTok Shop are piloting requirements, while Shopify and similar platforms still sell normally.

So if you are just entering the home IPL niche, do not let the three letters MDR scare you. How we answered Kevin

We answered Kevin’s questions head-on, and I laid out our commitments point by point, with our limits along with them.

  • EU warehouse and 3PL. We do not have them in place today, but we are open to building both together, including supplier-owned inventory with pay-per-order fulfilment.
  • Private-label branding and packaging. Fully supported, from logo and colours to retail boxes and manuals.
  • Compliant marketing guidance, free of charge. We will walk you through how to market an IPL device without crossing regulatory lines, including claim wording and platform rules.
  • MDR application support, free of charge. We will guide you on how to obtain MDR certification for your own model and provide the necessary support. The MDR process builds on the ISO 13485 quality management system, and we hold that certification ourselves, so we know this path well.
  • What we cannot commit to. We do not hold EU MDR certification and cannot act as the legal manufacturer under MDR at this stage, and we are not hiding that. There are two regulatory paths. If the device qualifies, take the transitional period. If you want to go all the way, pursue full MDR through a Notified Body, and we can support with technical documentation.

Kevin’s reply stuck with me. He said he had not selected a model yet, on purpose. First make sure the supplier, the regulations and the cooperation structure work, then spend time on product testing and brand positioning. Otherwise you spend months building around a product and discover the compliance or supply chain does not hold. He is looking for a long-term supplier to grow something substantial with, not the cheapest product for a few quick sales. At that point, I knew this was an order worth the effort.
